This consistent approach streamlines processes, strengthens risk and opportunity management, supports effective supplier relationships, and increases overall contract compliance.

Regardless of how a procurement strategy is structured, each contract or framework agreement is shaped by decisions on scope, the potential supply base, and the intended outcomes. The level of contract and supplier management required will depend on two key factors:
- Value – both financial value and strategic importance.
- Risk – including supply base resilience, service criticality, and reputational considerations.
These elements help determine the intensity of contract oversight and the type of engagement suppliers can expect throughout the agreement. There are three levels of contract management, as adopted by APUC, being Routine, Managed and Strategic.
